  • CALL THE TOWN MANAGER’S OFFICE BEFORE 4:30 P.M. ON THE THURSDAY BEFORE THE COUNCIL MEETING AND REQUEST TO BE PLACED UNDER CITIZEN COMMENTS;
  • PROVIDE HIS OR HER NAME, ADDRESS AND TELEPHONE NUMBER; AND
  • STATE THE PURPOSE OF ADDRESSING THE COUNCIL.

6.   Consent Agenda:

    Note:  Consent Agenda items will be those items determined by the Town Manager to be routine matters not necessitating discussion.  All Consent Agenda items may be voted upon simultaneously pursuant to a single motion.  There will be no separate discussion of these items unless a member of the Town Council requests that discussion be held, in which case the item will be removed from the Consent Agenda and considered separately.  Following passage of the remaining Consent Agenda items, discussion of any items removed from the Consent Agenda shall be held and separate motions and votes shall be taken for each of the items removed.

     a.  Approval of the terms of, and authorization for the Mayor to execute, a contract with TJ
          Electric relative to generator for Fire Department Administrative Offices.

      b.  Approval of the terms of, and authorization for the Mayor to execute, a contract with Miracle
          Recreation relative to the installation of Westfork Neighborhood Park playground.

      c.  Approval of the terms of, and authorization for the Mayor to execute, Change Order #5
           relative to the Florence Road Widening Project.

7.    Old Business:  

      a.  PUBLIC HEARING:  Consideration of a resolution relative to a Plan of Services for property
           located on Tax Map 32, part of Parcel 19.01.

      b.  PUBLIC HEARING:   Consideration of an ordinance relative to the annexation and R-3
          zoning of property located on Tax Map 32, part of Parcel 19.01, containing approximately
          2.77 acres, (requested by CB Developments).  Entire parcel has frontage on both Rock 
          Springs and Lee Road.  Second Reading.

      c. Consideration of a resolution in memorandum of Ordinance #17-02 relative to the annexation
          and R-3 zoning of property located on Tax Map 32, part of Parcel 19.01, containing 
          approximately 2.77 acres.

      d.  PUBLIC HEARING:  Consideration of an ordinance relative to the rezoning of property
           located on Tax Map 51, part of Parcel 24.10, containing approximately .5 acre, (requested
           by Oliver Constable), from R-1 to R-3.  Property is located at 6144 Lee Road.  Second
           Reading.

      e.  PUBLIC HEARING: Consideration of an ordinance relative to the amendment of Town of
           Smyrna Municipal Code, Title 8 “Alcoholic Beverages”, Chapter 2 “Beer”, Section 8-213,
           “Beer permits shall be restrictive”.  Second Reading.

8.  New Business:    

     a. Planning Commission Report:  

           i. Consideration of an ordinance relative to the rezoning of property located on Tax Map 33,
              Parcel 86.00, containing approximately 6.8 acres, (requested by Sharilla, LLC), from R-1
              to R-3.  Property is located on Gambill Lane.  First Reading.

          ii.  Consideration of an ordinance relative to the rezoning of property located on Tax Map 27,
               Parcel 9.00, containing approximately .68 acre, (requested by Tim Raybon), from C-2 to
               R-4.  Property is located at the corner of Pinto Drive and Joyner Drive.  First Reading.

          iii.  Consideration of an ordinance relative to the amendment of previously approved PRD for 
                properties located on Tax Map 54, Parcel 49.00 and Tax Map 55, Parcel 30.00,
                containing approximately 91.5 acres, (requested by Land Solutions Company, LLC). 
                Properties are located along Morton Lane directly adjacent to the proposed Amberton
                Development and Cedarstone Community Park.  First Reading.    

          iv.  Consideration of an ordinance to amend the text of the Smyrna Municipal Zoning
               Ordinance to amend Article IV, Section 4.190 relative to required parking for vehicular
               sales use.  First Reading.

           v.  Consideration of an ordinance relative to the amendment of the Smyrna Design Review
               Manual regarding exterior materials, specifically Section 3.4 “Architectural Character”. 
               First Reading.

          vi.  Approval and adoption of the update to the Town of Smyrna Major Thoroughfare Plan and
               Bicycle and Pedestrian Plan.

          vii.  Approval and adoption of the Lowry Street Corridor Revitalization Plan.

 
     b.  Packaged Liquor Board Report:  No applications for the Town Council to consider.

     c. Consideration of a resolution to enter into cooperative purchasing agreements with Houston-  
         Galveston Area Council and National Intergovernmental Purchasing Alliance Company.

     d. Consideration of reappointment of LaVergne representative, Mr. Graeme Coates, to the  
         Airport Board of Commissioners.

     e.  Consideration of appointments to Boards and Committees:

         i. Appointment of one (1) member to the Packaged Liquor Board to serve a four (4) year term
            ending 2021.

        ii. Appointment of two (2) members to the Board of Zoning Appeals to serve three (3) year
            terms ending 2020.

        iii. Appointment of three (3) members to the Citizens for Sister City Relations to serve three
            (3) year terms ending 2020.

        iv.  Appointment of four (4) members to the Parks Advisory Board to serve two (2) year terms
             ending 2019.

         v.  Appointment of three (3) members to the Planning Commission to serve two (2) year
             terms ending 2019.

         vi. Appointment of one (1) member to Project Assistance to serve three (3) year term ending
             2020.

        vii. Appointment of four (4) members to the Board of Adjustments and Appeals to serve one
             (1) year terms ending 2018.

       viii.  Appointment of two (2) members to the Beer Board to serve four (4) year terms ending
             2021.

        ix.  Appointment of four (4) members to the Storm Water Advisory Committee to serve two (2)
              year terms ending 2019.

         x.  Appointment of two (2) members to the Historic Zoning Commission to serve five (5) year
              terms ending 2022.

         xi. Appointment of three (3) members to the Arts Commission to serve two (2) year terms
              ending 2019.
 
        xii.  Appointment of one (1) member to the Smyrna Charity Assistance Board to serve a three
              (3) year term ending 2020.

       xiii.  Appointment of Council Representative to serve a one (1) year term ending 2018 to the
              Smyrna Charity Assistance Board.

       xiv.  Mayor to appoint one (1) member to the Smyrna Housing Authority to serve a five (5) year
              term ending 2022.

f.    Other.

       i.  Approval of the terms of, and authorization for the Mayor to execute, an updated rental      agreement with Betty Brinn Children’s Museum relative to Trivial Pursuit exhibit.
